Maternity and Paternity Support Facilities and Policies at Navoi State University
In alignment with the Decree of the President of the Republic of Uzbekistan (PF–43, 2025), the Labor Code, and the Resolution of the Cabinet of Ministers No. 314 (31 May 2024) “On measures to regulate the assignment and payment of certain types of allowances,” Navoi State University provides comprehensive maternity and paternity support mechanisms to ensure that both staff and students can successfully balance family life and academic or professional development.
1. Maternity and Childcare Allowances
According to national legislation, women employees and students are entitled to receive:
Pregnancy and childbirth allowance — paid for 70 calendar days before and 56 calendar days after childbirth (or 70 days in the case of a difficult birth or multiple births). This guaranteed additional payment compensates for the period when the employee cannot perform work duties.
Childcare allowance — paid monthly, regardless of the number of children cared for or the recipient’s employment record, at 60 percent of the minimum monthly wage, until the child reaches two years of age.
Adoption allowance — employees adopting a newborn or appointed as guardians are granted paid leave for up to 56 days (or 70 days for two or more children) from the date of adoption or guardianship.
These measures, implemented at the university level in compliance with national law, guarantee that all female staff members can take maternity leave without losing their employment, salary, or social benefits.
2. Institutional Support for Academic Women and Students
At Navoi State University, maternity and parental support extends beyond legal compliance to ensure women’s continuous academic and professional engagement.
Academic Leave for Students: Female students who are pregnant or caring for newborns are granted academic leave with the right to resume studies at the same stage upon return.
Tutor and Mentor Oversight: Each student, particularly female students, is assigned a tutor and faculty mentor responsible for monitoring academic performance, living conditions, and overall well-being. Tutors provide guidance during maternity leave or family-related challenges to ensure uninterrupted academic progression.
Flexible Learning: Distance-learning options, extended deadlines, and academic counseling are available for women during pregnancy or maternity leave.
3. University Day Care Center
To further support women’s participation in education and employment, the university operates a Day Care Center on campus.
The center accommodates up to 50 children aged 1 to 4 years, currently serving around 30 children.
Staff children are admitted free of charge, while students pay only a symbolic fee.
The facility provides a safe, family-like environment, designed to foster early learning, socialization, and care in line with modern educational standards.
Activities include both individual and group programs tailored to each child’s developmental needs, under the supervision of trained caregivers.
This initiative allows female employees and students to remain fully engaged in academic and professional life while ensuring their children’s well-being.
4. Paternity and Family-Friendly Measures
Paid Paternity Leave: Male employees are granted short-term paid leave following childbirth, enabling shared family responsibility.
Flexible Working Schedules: Parents returning from childcare leave can request flexible or reduced working hours without losing their employment benefits.
Counseling and Health Services: The university’s medical center and psychological counseling office offer confidential consultations related to pregnancy, parenthood, and mental health.
