Navoi State University has established and implemented an institutional anti-corruption and integrity system aimed at ensuring transparency, accountability, ethical conduct and zero tolerance toward corruption in all academic, administrative and financial processes. The system is coordinated by the Compliance Control Department, which operates as a responsible structural unit for preventing corruption risks, monitoring integrity-related issues and strengthening the university’s internal anti-corruption mechanisms. Navoi State University carries out its anti-corruption and integrity-related activities in accordance with the following national regulations of the Republic of Uzbekistan – the Law of the Republic of Uzbekistan “On Combating Corruption”, No. O‘RQ–419, dated 3 January 2017 https://lex.uz/docs/-3088008# which defines the general legal framework, principles and main directions of state policy in the field of combating corruption. It focuses on preventing corruption-related offences, ensuring legality and transparency, strengthening public participation and increasing responsibility for corruption-related violations; the Presidential Decree “On Measures to Further Improve the Anti-Corruption System in the Republic of Uzbekistan”, No. PF–5729, dated 27 May 2019 https://lex.uz/docs/-4355387 aimed at further improving the anti-corruption system in the Republic of Uzbekistan. It emphasizes the need to strengthen institutional responsibility, increase openness and accountability in public administration and improve preventive mechanisms against corruption; and the Model Regulation on the Activities of Internal Anti-Corruption Control Units https://lex.uz/uz/docs/8181977, previous registration No. 3319, with subsequent updated regulatory procedures.
The department has its own qualification requirements, functional responsibilities and clearly defined duties for its staff members.
Main functions of the Compliance Control Department
The Compliance Control Department performs the following key functions within the university:
Provides overall coordination of anti-corruption and integrity activities at Navoi State University;
Monitors compliance with national anti-corruption legislation, by-laws and internal university regulations;
Develops anti-corruption action plans, preventive measures and work plans, and ensures their timely and effective implementation;
Identifies corruption-prone areas within the university and studies the causes and conditions that may lead to corruption-related violations;
Prepares analytical materials, recommendations and proposals for improving the university’s anti-corruption system based on national requirements and advanced international experience;
Organizes preventive measures aimed at reducing corruption risks in academic, administrative, financial and management processes;
Coordinates the implementation of the national “Corruption-Free Sphere” initiative at the university level;
Reviews appeals, complaints and anonymous reports related to corruption risks, unethical conduct or possible violations involving professors, teachers, administrative staff, technical personnel, students, master’s students, doctoral students and other stakeholders;
Conducts or participates in internal reviews and service investigations related to corruption-related cases and maintains relevant records;
Monitors conflicts of interest among university employees and develops proposals for their prevention and elimination;
Participates in the analysis of conflicts of interest and the verification of counterparties’ reliability during public procurement processes;
Prepares proposals for eliminating corruption-generating norms identified in the university’s internal documents;
Coordinates public oversight and monitoring activities related to anti-corruption measures within the university;
Conducts surveys and research among professors, teachers, employees, students, doctoral students, independent researchers and parents to identify corruption risks and assess the effectiveness of preventive measures;
Organizes regular preventive conversations, seminars, meetings, conferences, competitions, round-table discussions and other awareness-raising events for staff and students;
Promotes zero tolerance toward all forms of corruption among academic staff, administrative employees and students;
Ensures student involvement in anti-corruption activities, including the activities of the Anti-Corruption Student-Youth Club;
Coordinates anti-corruption activities in affiliated educational institutions, including the academic lyceum and technical school under the university;
Ensures regular updating of information in the “Anti-Corruption” section of the university’s official website;
Cooperates with civil society institutions, law enforcement bodies, supervisory authorities, parents and other stakeholders in the field of corruption prevention;
Coordinates the activities of the university’s Ethics Commission and develops measures to improve ethical conduct and integrity;
Reviews appeals from individuals and legal entities related to the department’s competence and ensures compliance with executive discipline;
Submits quarterly and, when necessary, additional reports to the Rector and relevant higher authorities on anti-corruption activities and the corruption risk situation at the university;
Performs other functions within its competence in accordance with national legislation and university regulations.
