Navoi State University Policy on Water Reuse, Conservation, and Sustainable Management

1. Policy Overview and Rationale
Navoi State University (NSU), located in the arid region of central Uzbekistan, recognizes the growing importance of sustainable water management due to regional water scarcity and climate challenges. In line with the university’s strategic commitment to environmental protection, the institution adopted this Water Reuse and Conservation Policy in December 2024.
The policy provides a strategic framework for integrating water efficiency, recycling, and reuse practices across all university facilities. It supports the implementation of Clean Water and Sanitation goals set forth by the university and aligns with Uzbekistan’s national environmental and water conservation programs.
By implementing this policy, Navoi State University aims to lead by example in higher education, demonstrating responsible water use and contributing to long-term regional sustainability.
2. Policy Objectives
The objectives of the Water Reuse and Conservation Policy are to:
–Maximize water reuse in university operations, laboratories, dormitories, and green zones.
-Ensure efficient and sustainable use of freshwater resources through the reduction of waste and improved management practices.
-Promote awareness and responsibility among students, staff, and local communities regarding water conservation.
-Encourage research and innovation in water reuse technologies and sustainable campus design.
-Align campus practices with global and national frameworks for sustainable resource management.
3. Scope of Application
This policy applies to all:
-Academic and administrative buildings, laboratories, and research centers.
-Dormitories, canteens, and student service facilities.
-Outdoor areas, including greenhouses, parks, and sports zones.
-Maintenance and landscape services engaged in cleaning and irrigation.
4. Strategic Directions and Implementation Measures
Water Recycling and Reuse Systems
-Establishment of greywater treatment and reuse systems in student dormitories, laboratories, and canteens.
-Development of on-site wastewater filtration units for reuse in irrigation, sanitation, and cleaning purposes.
-Cooperation with local water authorities to expand access to treated municipal water for reuse applications.
Rainwater Harvesting and Storage
-Construction of rainwater collection systems on rooftops and open structures for non-potable uses.
-Integration of stormwater management features in new campus development projects.
Water Efficiency and Reduction Technologies
-Installation of low-flow faucets, dual-flush toilets, and automatic shutoff systems across all facilities.
-Replacement of outdated fixtures with modern, water-saving technologies.
-Adoption of drip irrigation systems and moisture-controlled watering for campus greenery.
Monitoring and Evaluation
-Annual water audits to monitor consumption, loss, and reuse levels.
Education, Research, and Community Engagement
-Organization of student-led awareness campaigns, seminars, and exhibitions on water sustainability.
-Promotion of research projects and innovative technologies focused on local and regional water reuse.
5. Governance and Responsibility
The policy is implemented under the leadership of the Navoi State University Sustainability Committee, in coordination with the Department of Ecology and Environmental Protection.
Each faculty appoints a Sustainability Coordinator responsible for:
Promoting responsible water use within their departments;
Ensuring data collection and reporting on consumption and reuse;
Initiating small-scale conservation projects and training events.
NSU also collaborates with the Navoi City Department of Ecology and Environmental Protection, Uzbekistan Environmental Protection Agency, and other partner institutions for project-based implementation and knowledge exchange.
6. Review and Revision
This policy is reviewed annually by the Sustainability Committee to evaluate progress and introduce new measures as technology and infrastructure evolve.
If significant changes in environmental conditions, university operations, or national legislation occur, the policy may be reviewed and updated earlier than the scheduled annual review.
All updates are documented and approved by the university’s Rector’s Office before publication.
Through the consistent implementation of this policy, Navoi State University aims to:
-Achieve at least a 20% reduction in freshwater consumption by 2030.
-Reuse 20–25% of treated greywater for irrigation and sanitation.
-Build a campus-wide culture of water sustainability and responsibility.
